Project Background and Objectives

Three requests for information meeting forms were completed and submitted by area residents. Johnson County Wastewater (JCW) studied how this area might be best served by sewers. JCW staff planned proposed sewers and developed cost estimates to sewer this area. Little Bull Creek #1, Lateral Sewer District #2 is proposed to serve approximately 38 acres and 63 properties with low pressure sewers. These sewers would provide service to all existing homes and any vacant lot that could be built on in the proposed sewer district.

The Kansas Department of Health and Environment has a State Revolving Fund Loan Program that has been approved for a potential low pressure sewer project for the 180th & Lone Elm area. The program allows for a low interest loan (currently at approximately 2.75%) over a 20 year period for residents in the proposed sewer district. It also calls for 40% principle forgiveness (effectively a grant) on the project. Another new development with this program is the ability to finance the installation of the grinder pump unit and connection fees for each home. These cost figures are shown on Figure 2. The maps and cost sheets were distributed at the informational meetings and were mailed to each property owner in the proposed sewer district.

Given these new developments, Johnson County Wastewater held an additional information meeting regarding the possibility of providing sewers to 180th & Lone Elm area on April 7, 2011. Subsequent to the meetings, a petition for creation of a sewer district was developed and circulated by the property owners.

Current Status

Subsequent to the public information meetings, a petition for creation of a sewer district was developed and circulated by the property owners. The petition has been submitted and recorded to the County bearing signatures of owners of 57.9% of the land area in Little Bull Creek #1, Lateral Sewer District #2 requesting the installation of low pressure sewers (LPS). Additional property owners have contacted JCW to inquire about signing the petition, but since the current percentage of signatures is over the required 51%, they have not come in to sign the petition. A Public Hearing date and time has been set for August 25, 2011, at 6:30 pm at JCW’s Sunset Office (11811 S. Sunset Dr., Olathe, Room 1075). Please see accompanying map (PDF - 52 KB).
