New Billing System Initiated in 2003
Not a new bill. Just a new way of paying. In January 2003, Johnson County Wastewater introduced a new way of paying for wastewater services that reduces property taxes.
History
How did the new way of paying for wastewater services come about? The change is a result of the Board of County Commissioner's review on how JCW recovers the cost of providing sewer services. In the past, this was accomplished through a mill levy on individual properties.
Pay for What You Use
In the past, JCW recovered the cost of providing sewer services through a mill levy on individual properties. Now, wastewater charges for residential customers are based on average winter water use and actual water consumption for commercial customers.
Reduced Taxes
With the new way, charges reduce the dependency on taxes and increases reliance on user fees for countywide services. Shifting the funding of sewer services from a tax-based assessment to a system based on usage eliminated 4.181 mills from the November 2002 County tax bill for Wastewater Operation and Maintenance (O&M) costs.
