  1. In December 2007, the Board of County Commissioners passed a resolution to reduce green-house gas emissions by one third by 2020, county-wide by 80 percent by 2050 and to reduce GHG from energy use in new and largely renovated County buildings to zero by year 2030.
  2. The desire to increase solids handling capacity while reducing the carbon footprint.
  3. Provide a disposal location for haulers removing grease from traps at restaurants and food processing industries. This grease is referred to as Fats, Oils and Grease (FOG) in the wastewater industry.
