Project Background and Objectives

Three requests for information meeting forms were completed and submitted by area residents. Johnson County Wastewater (JCW) studied how this area might be best served by sewers. JCW staff planned out proposed sewers and developed cost estimates to sewer this area. Kill Creek #2, Lateral Sewer District #1 is proposed to serve approximately 90 acres and 352 properties around the Gardner Lake area with low pressure sewers. These sewers would provide service to all existing homes and any vacant lot that could be built on in the proposed sewer district.

An information meeting was held on September 24, 2009, at the Johnson County Administration Building. The maps and cost sheets linked above were distributed at the meeting. There is also a link to the presentation made at the meeting. Letters have been sent to every property owner in the proposed sewer district, along with the materials from the information meeting and blue "sewer interest" postcards. Please complete and return the postcards to JCW. This survey will tell JCW whether or not property owners would be interested in signing a petition to create the sewer district. If there is significant interest, JCW will then draft a petition to be circulated by the property owners.

Key Facts

1. This is a different sewer proposal from the last petition circulated in 2003. This proposed project will construct the main lines only without the grinder pump units (GPUs) for each home. Costs to construct the main lines will be far less expensive than having the GPUs installed at the same time. Once the project is complete, it is up to each individual homeowner to hire a contractor, obtain a permit, and connect to the main line at the homeowner's expense. This allows the property owner the availability of the sewers without having to connect to them right away.
2. Consistent with other similar projects, JCW’s capital fund will pay for some of the proposed project costs. In this case, it is estimated that JCW will pay for approximately 63% of the overall project cost to construct the main lines. This reduces the overall assessment for each property owner. The remaining costs will be paid for by a benefit district. The boundary of the proposed district is shown on the maps.

a. Figure 1 shows the proposed sewer district with the main lines.
b. Figure 2 shows "bottom line" and detailed cost sheets of what you will pay for each assessed property if the project is approved. In the event a district is created, “assessed” properties will pay the sewer charges as described in the cost sheets, and “not assessed” properties will not.
c. Figure 3 is a color-coded map that shows which properties are assessed and which ones are not . If you have questions about the designation for your property, please call us at one of the numbers provided below.
4. Low pressure sewers are the only type of sewers feasible for this proposed area due to the topography of the land.
5. JCW provides 24 hour service to homes on grinder pumps via a contract provider. There is no separate charge for this service. During power outages longer than 4 hours, JCW's contractor is required to power individual units with a portable generator.

> Estimated length of sewer line: approximately 30,000 feet
> Estimated cost to each assessed property: $3,378 lump sum, $294 per year if spread over 20 years. See Figure 2 for more details and additional costs.
